Hey man,
It could be or it could also be because you are not engaging the back third of the tongue causing your hyoid bone to be low.
You have a very slight recession of the chin so I do not believe that is the issue.
If you have been mewing for a while and properly engaging the back third of the tongue, it could very well be fat.
But as you mew throughout the years regardless if you loose fat or not, this area should tighten as your face grows fowards.
