You should mew all day, However.
At the start it may be hard even impossible to mew for 24 hours a day.
Thats why it is more important to make sure that you are mewing correctly at the start. Plus, it's important to start slow and build up gradually, since your tongue is atrophied from a lack of muscle tension over the years which makes mewing uncomfortable and odd. You may also find it hard to breath.
But don't worry! As your tongue gets stronger and your palate widens, breathing should get easier and mewing will become second nature.
Just remember, consistency is key!
